sets up JCM CHANDIGARH, Dec 14-- The Haryana Government has established a joint consultative machinery (JCM) on the broad pattern of the Whitley Council in the United Kingdom and such a machinery in the Central Government. According to a notification issued by the State Government, the JCM aimed at promoting harmonious relations besides securing the greatest measure of cooperation between the Government in its capacity as employer and the general body of its employees in matters of common concern with the objective of further increasing the efficiency and standard of public services combined with the welfare of employees. The JCM will comprise of a state-level committee under the chairmanship of the Chief Secretary and departmental committees under the chairmanship of respective Administrative Secretaries. It will cover group "C" and group "D" employees of all the departments of the State Government except the Police Department. The State-level committee will have 18 members from the official side, apart from the Chief Secretary, who would be the Chairman and 18 members from the staff side. The members from the official side will include the Principal Secretary to Chief Minister, Financial Commissioners of Education, Revenue, Home, Transport, Finance, Health, Development and Panchayats, Animal Husbandry and Public Works Department (Public Health), Commissioners of Public Works Department (Building and Roads), Agriculture, Irrigation and Power, Legal Remembrancer and three members from amongst the other Administrative Secretaries by rotation. The members from the staff side would be one each from the Haryana Civil Secretariat, Haryana Vidyut Prasaran Nigam, Haryana Power Generation Corporation, Public Works Department (Building and Roads), Public Works Department (Public Health), Public Works Department (Irrigation), Education, Transport, Revenue, Health, Agriculture, Animal Husbandry and Development and Panchayats. Five members will be taken from other departments by rotation. The notification further added that the departmental committee would have four senior members from the official side apart from the Chairman and four members from the staff side. The concerned Administrative Secretary, who will be the chairman of the departmental committee, would nominated the members from the official side. The members from the staff side will be nominated by the unions or associations of the concerned department. The Chairman of the
State-level and departmental committees may, in addition,
nominate any temporary member to the official side or
staff side in connection with any particular item to be
discussed at the meeting of the committee. The
organisation of employees will nominate its
representatives for a term of one year to these State
committees, but there would be no bar to renomination.
The scope of these committees includes all matters
relating to conditions of service and work of the
employees, their welfare and improvement of efficiency
and standard of work. All deliberations of the committee
would be only of an advisory nature. |
Consumer Forum men's appointment
annulled CHANDIGARH, Dec 14 The Punjab and Haryana High Court today quashed the appointment of 26 part-time members of various District Consumer Forums made by the Haryana Government. Mr Justice G.S. Singhvi and Mr Justice Iqbal Singh, who delivered this judgement ruled: "Respondent No 1 (Secretary, Food and Supplies Department) is directed to make fresh appointments against vacancies for members of District Consumer Forums keeping in view the observations made in this order. This shall be done within four months. Till then respondents 4 to 29 (part-time members) shall be allowed to continue to work as members of their respective consumer forum as a purely fortuitous arrangements." The appointment of these members were contested by Ms Asha Barka, a Gurgaon-based advocate. She deals with cases relating to money, service, insurance, ejectment and property matters. Making a statement before the court, Ms Barka said she had submitted an application to the Food and Supplies Secretary, for appointment as a member of the District Forum. However, she did not get any response. She assailed the appointments on the ground that the procedure adopted by the government was contrary to the doctrine of equality enshrined in Articles 14 and 16 of the Constitution. The selection of the majority of the members had been "stage-managed and extraneous reasons." She contended that the appointment of non-official respondents was vitiated due to denial of consideration to a large number of eligible persons, including her, and also due to consideration of a large number of persons who did not fulfil the conditions stipulated in Section 10 of the Act. The government stand on the other hand, was that the proposal of filling vacancies of male and female members was sent to the Deputy Commissioners of the district concerned with directions to sponsor the names of eligible persons. The names sponsored by the Deputy Commissioners were considered by selection committee headed by the president of the state consumer Disputes Redressal Commission and the appointments were made on the basis of the recommendations made by the selection committee. In a joint written
statement four respondent-members defended their
appointments on the ground that the government had
appointed them on the basis of the recommendations made
by the selection committee and this did not suffer from
any legal infirmity. |
A minister's
nostalgic visit HISAR, Dec 14 Mr Dhanpat Lal Bhima of Adampur, now the Minister of State for Defence in Mauritius, said. "Every inch of this land evokes nostalgia in me" Born in Mauritius in 1935, where his father worked as a jailer. Bhima returned to his native village Adampur and studied in DAV school and DN College here. According to Dhanpat Lal, he was one of the best sportpersons of the college. He was captain of football and basketball teams of the college. Soon after arriving in Hisar, Mr Bhima went to DN College, where he was accompanied by senior military officers and the SDM, Mr Balraj Singh, Mr Bhima was felicitated by the staff of the college and presented a shawl. Despite being a minister in Mauritius Dhanpat Lal cannot afford to forget Hisar, Haryana and India. "I feel proud about these belongings", he told some newsmen at Adampur Guest House. As Dhanpat Lal accompanied by a convoy of military vehicles entered Adampur, the entire village came out to receive him. Not many knew that one among them had reached an important position in a foreign country. Some of them attributed it to the soil of Adampur that has produced leaders like Bhajan Lal and Dhanpat Lal. His uncle Kalichander felt elated that his nephew had become a VIP in a far off country. His cousins' and relatives' joy knew no bounds as they learnt about Mr Dhanpat Lal's ministerial status. In Hisar he went to the old building, where he was living as a tenant during his school days. He talked to the people, most of whom remembered him, but never knew that he had become a minister. Dhanpat Lal's father is 98. According to Dhanpat Lal he also feels nostalgic about his birthplace. But the old age does not allow him to travel too far. "Adampur is always in his mind", Dhanpat Lal said about his father. After going to Mauritius, Dhanpat Lal started sugarcane farming and trading. He established an affluent business within a short period. He joined politics in 1995. He was elected to the Mauritius Parliament in 1997 and was also appointed as minister of state for defence. Three days back, he had
come to Delhi to have discussions with Defence Ministry
officials about the mutual defence strategy of India and
Mauritius. However, he could not resist the temptation of
visiting Adampur. He stole some hours out of his busy
schedule to meet his uncle, cousins and relatives. For he
had returned home after "36 long years". |
Hooda
condemns govt move on strikers CHANDIGARH, Dec 14 Mr Bhupinder Singh Hooda, President of the Haryana Congress, has strongly condemned the reported decision of the State Government to terminate the services of those employees who were booked under ESMA for their participation in the one-day strike on December 11. In a statement issued here today, Mr Hooda said it was unfair and dictatorial on the part of the HVP-BJP government to have invoked ESMA to meet the strike threat by trade unions. The government employees and their trade unions were within their constitutional rights to adopt agitational measures for the acceptance of their genuine and just demands. It would be all the more reprehensible and autocratic, rather feudal, approach to dismiss such employees who supported the strike call. Mr Hooda said the Chief Minister should desist from such dictatorial acts. Commenting on the remarks of the Leader of the Opposition in the Haryana Vidhan Sabha and the President of Indian National Lok Dal, Mr Om Parkash Chautala, regarding the functioning of the Haryana PCC, Mr Hooda said the humiliating defeat suffered by Mr Chautala's party in Delhi and Rajasthan, particularly by his son, Abhay Singh, in Sangaria, appeared to have "paralysed" the mind of Mr Chautala. He was levelling unfounded and baseless charges against him (Mr Hooda) and the Haryana Congress out of frustration. Mr Hooda said the Haryana
Congress was fully prepared to face the Vidhan Sabha
mid-term elections any time and the party was sure to
wrest power in the state. |
BJP
programme to cheer up activists ROHTAK, Dec 14 The Bharatiya Janata Party, Haryana, has planned to launch a mass contact programme to "cheer up" its workers who feel demoralised following humiliating defeat of the party in the just-concluded Assembly elections in Rajasthan, Delhi and Madhya Pradesh. The state BJP President, Mr Om Parkash Grover, accompanied by senior party leaders would hold workers meetings at Sonepat, Panipat, Jind, Hisar, Bhiwani, Kurukshetra, Kaithal and Rewari between December 20 and 27 to boost the morale of the activists at the mandal level. The party also proposes to hold meetings of its mahila wing between December 26 and 28 at Kurukshetra, followed by a rally by its youth wing off January 23, 1999 at Jind. Senior party leaders are expected to address these rallies. Later, in February, 1999, the party has planned to organise a kisan sammelan, traders sammelan, and meetings of its Scheduled Caste and labour wings. The dates for these meetings and sammelans would be announced later on. These meetings are considered politically very significant in view of the fluid situation prevailing at the Centre. The party, which was announced to contest the next Vidhan Sabha elections independently, does not want to be caught napping in the event of a snap poll for the Lok Sabha, believe political pundits. Discounting these speculations, Mr Manohar Lal Khattar, Organising Secretary of the state BJP, says that the governments at the Centre and the state were stable and the exercise was primarily to boost the morale of the party workers. He, however said party leaders would not make any commitment at these meetings. The party is also eyeing
the municipal elections that are likely to be held in
Haryana in June, 1999. |
Yadav
contests Bansi's claim GURGAON, Dec 14 Former PWD Minister Dharam Vir Yadav today said that the Rewari lift irrigation scheme was designed by former Chief Minister Rao Birendra Singh and not by Bansi Lal. Mr Bansi Lal's claim of initiating development projects for Ahirwal were not true. Dr Yadav maintained that Rao Birendra Singh had even started work on this scheme and it could be seen at Jaitpur, Nyola, Ushmapur, Rattan Khalwash, and Bheorpur villages where digging was done when Mr Bansi Lal became Chief Minister in 1967 he had ordered stopping of this project. Jawaharlal Nehru canal was built for providing water to Bhiwani and not to any village of Ahirwal. He said that he had helped in securing financial help for the Rewari lift irrigation scheme from Nabard. The Chief Minister had not done any favour to him by thanking him for this help. Many MLAs and ministers in
the Bansi Lal government were dissatisfied with him and
have been grouped to bring down his government. Referring
to the allegations that he as the PWD Minister did
nothing for Ahirwal's development, Dr Yadav clarified
that he had prepared a scheme to build two flyovers at
Rewari, Rewari-Narnaul bypass and Circular Road at Rewari
but these were cancelled by Mr Bansi Lal. |
Fleecing by
LPG dealers alleged ROHTAK, Dec 14 Consumers in the town are sore over the alleged fleecing by certain LPG dealers and the "silence" of district administration in this connection. It is learnt that certain LPG dealers have been forcing consumers to purchase a new tube from them at a cost of Rs 60 and to pay Rs 20 as inspection fee. A large number of consumers alleged that they were forced to buy new tubes. They said they had just purchased new tubes from the market, but still they had to buy a new one from the agency. They contended that the same tube was available at a much cheaper rate in the open market. Consumers charged the LPG dealers with providing the LPG cylinders with broken seals. They said they were not allowed to weigh such cylinders on the pretext that the weighing machine was out of order. They said they had frequently complained to the district administration and the Food Supplies Department in this regard but to no avail. When contacted, an LPG
dealer said the consumers were prescribed by the LPG
companies to change their gas tubes after every two years
as a safety measure. Likewise, he said inspection of gas
connection by an expert after every two years was
necessary. He refuted the charges of broken seals and
non-functioning of the weighing machines. |
7 die in
mishap HISAR, Dec 14 Seven persons, including four women, were killed and at least 14 injured, in two separate road accidents in Hisar district during the past 24 hours. Six persons, were killed and at least seven injured when a Jeep in which they were travelling collided with a Haryana Roadways bus on the Hisar-Delhi bypass here yesterday. The victims were belonging
to Kungar village in Bhiwani district. In another
accident, one person was killed and five were injured
when a jeep dashed against a truck standing on the
roadside on the Hisar-Delhi road near today. The police
has registered cases. |

properties attached FARIDABAD, Dec 14 The Faridabad Municipal Corporation has ordered attachment of 17 properties, including two belonging to the government for failure to pay taxes amounting to amounting to lakhs of rupees. Two establishments of Haryana Tourism, a state govt undertaking Hotel Rajhans and Motel Sunbird against whom Rs 57 lakh and Rs 27 lakh respectively are due would be auctioned on January 15. The attachment orders have
been issued under Section 130(3) of the Municipal
Corporation Act, 1994, according to Mr Harish Jain, Joint
Commissioner of the corporation. |
Life term
for murder FARIDABAD, Dec 14 Mr P.L. Goyal, Additional District and Sessions Judge, today sentenced Puran Chand of Agra district to life imprisonment for poisoning to death Har Gian and his wife Ramawati of Faridabad on June 3,1990. According to the prosecution, Puran Chand, Munna Lal and Chhatrapati prepared lassi, mixed it with poison and made Har Gian, Ramawati and Jagdish, their son, to drink it. While Ramawati died on June 4 and Har Gian died the next day, Jagdish survived. Earlier, Munna Lal was arrested and sentenced to life imprisonment three years ago. Puran Chand and Chhatrapati had absconded. Puran Chand was subsequently arrested and convicted today. |

two major employee organisations have decided to narrow
down their differences and form a joint action plan to

Hostels for
working women planned CHANDIGARH, Dec 14 Two new working women hostels will be set up at Jagadhari and Panchkula in Haryana. Stating this here today, the Social Welfare Minister, Dr Kamla Verma, said the Union Government had sanctioned Rs 113.64 lakh, as its 75 per cent share, for setting up the hostels. It has sanctioned Rs 35.97 lakh to District Red Cross Society. Yamunanagar, for setting up a hostel at Jagadhari and Rs 10.60 lakh to the Haryana branch of the Indian Rural Women Federation for setting up the hostel at Panchkula as first instalment of its share. She said 190 working women would be accommodated in the Jagadhari hostel and 100 at Panchkula. Also, day-care centres would be set up in the hostels. She said 12 working women
hostels had already been set up in the State for
providing safe and cheap accommodation to the working
women. The capacity of these hostels was 984. |

According to sources, Mr Khandelwal relinquished the charge of his post last night itself though formal orders of his transfer were issued only today. The government has not

vaccine not available GURGAON, Dec 14 The foot and mouth disease is spreading in an epidemic form among animals in the Mewat area. The vaccine used to cure this disease is not available in veterinary hospitals and dispensaries. There are 110 veterinary hospitals and dispensaries in Mewat, but when farmers take their affected cattle there, doctors advise them to buy the vaccine from the market. The vaccine is also not available in the local chemist shops. Farmers are forced to come to Gurgaon to buy the vaccine. A spokesman of the
Veterinary Department said the stock of the FMD vaccine
exhausted six month back and the department had no budget
to purchase the medicines on its own. |

search of two brothers FATEHABAD, Dec 14 The police in the country has been alerted for the search of the two partners of a local grain market firm, Messrs Bhushan Brothers. Jagbhushan and Jagmohan, both brothers and partners of a firm, who owed about Rs 2 crore to the bankers and traders of the area disappeared from here along with their family members on Monday last. Mr Rajbir Deswal, SP, said
the case had been transferred to CIA staff of the
district police. Teams of police have been sent to Mandi
Dabwali and Kaithal. A special team of police headed by
an Inspector has been sent to Calcutta. |

dental college for Kaithal KAITHAL, Dec 14 The Haryana Finance Minister, Mr Charan Dass Shorewala, announced yesterday that a dental college and a polytechnic would be opened here soon. He was addressing a gathering here after laying the foundation stone of the Haryana College of Technology and Management, which is to be built at a cost of Rs 10 crore by the Dr Puran Chand Dharamarth Trust, Ujana. Dr Ranjan Aggarwal, chairman of the trust, announced annual scholarships ranging from Rs 2,500 to Rs 25,000. Dr Amar Singh, Dean of
Colleges, Kurukshetra University and the college
Principal, Mr P.N. Vijayavergiya, also spoke on the

Sirsa SIRSA, Dec 14 A dense fog has engulfed the entire district for the past three days, disrupting normal life and bringing traffic almost to a halt in the morning. The mist has caused many road accidents in the district and its adjoining areas during the past two days. Newspapers reached four to five hours late in the city today. Rail traffic was also
affected. A serious rail accident was averted near Mandi

donate blood FARIDABAD, Dec 14 More than 2,000 units of blood were donated at a camp organised by the Siddhadata Ashram on the Surajkund-Badhkal road yesterday. A number of other voluntary organisations, including the District Red Cross Society collaborated in holding the camp stated to be the biggest-ever in this part of Haryana. Five sadhus and five senior officials of the district constituted the first batch to donate blood. People had come from far-off places to donate blood. Most of them were disciples of Swami Sudarshanacharya. Fourteen teams of doctors from Delhi, Faridabad and other parts of Haryana conducted the camp. Hundreds of people went disappointed as they could not donate blood for want of shortage capacity. The ashram, which is headed by Swami Sudarshanacharya, provided free food, fruits, milk and transport to the donors. Mr B.K. Panigrahi, Deputy Commissioner and president of the Red Cross, said a directory of the donors was being prepared.
