Punjab restrained from promoting three as DIGs

CHANDIGARH, Aug 26 — The Central Administrative Tribunal today restrained the Punjab Government from promoting three IPS officers to the rank of DIG.

This order was delivered by the local Bench of the tribunal consisting of Mr Jasbir Singh Dhaliwal and Mr S.V. Vaish on an application filed by six Punjab cadre IPS. They are Mr C.S.R. Reddy, SSP of Chandigarh, Mr Dinkar Gupta, SSP of Ludhiana, Mr Gurdev Singh, SSP of Majitha; Mr M.K. Tiwari, Commandant, 80th Punjab Armed Police Battalion Jalandhar, Mr Rajpal Meeta, SP (CID), Patiala; and Mr Jasminder Singh, SSP of Tarn Taran.

The officers whose promotion was stopped are Mr R.J.S. Nalwa, AIG, PAP, Jalandhar, Mr G.D. Singh, AIG, Investigation; and Mr Rajwant Singh, Deputy Commandant-General, Home Guard, Chandigarh.

The Bench also ordered the issuance of dasti notice to the Punjab Government for September 10. "Till then the respondents 5 to 7 will remain in their present posts," it directed.

The applicants stated that they worked in Punjab in trying times when terrorism was at its peak. They claimed that they rendered commendable service, had a good record and would be eligible for promotion to the next higher rank (DIG) after some time.

They pointed out that the officers whom the Punjab government planned to promote were deputationists from other states. Their promotion against the cadre posts would jeopardise their chances of promotion.back
